Whenever I use my blinkers, I hear one beep come from the dashboard. It sounds like the sound it makes when the low fuel light comes on.It started with the airbag light coming on, staying on about 5 seconds and going off. This would happen occasionally, not at all, or 10 times in 10 minutes. Then, other warning lights started doing the same thing. Sometimes, the whole dash lights up, the spedometer/rpm goes down to 0 (but the car actual speed stays steady).

That is normal. This is actually a good way to see if the system is in the "ready" state if you disconnect your battery to clear a code. If you turn the key to "On", the CEL will blink several times. If the light goes out, or stays solid, the system is "Ready". In other words, it has completed a "Drive Cycle" and can be tested for Emmisions etc.
