When the Terminal Overload is in a different zone then the Vex Strike Force spawns eventually. I got six exotics between Friday and Saturday. None yesterday (Sunday), when the Terminal Overload was in the same zone. It seems that if there is a Terminal Overload in the the same zone then the event does not spawn.
